It's a shame this film is so splicy, but no doubt the missing portions tell you stuff about safe driving that have been ignored by drivers years before this was made. The film must have been designed for clueless drivers as it has to explain there are no stop lights or intersections on freeways. By 1959, I would have thought people knew that. Did the 1958 Chevy not have turn signals? The driver in this movie is using hand signals. I believe the opening/closing music is from the Capitol Hi-Q library; it sounds like a Phil Green cue.
