According to my research, the director of this was NOT Willing Forst but the actor Franz Fielder (1902-1965), who also directed similar shorts such as "Alt Berlin - Wie es einmal war" (1934), "Berlin bleibt Berlin" (1935), and "Kleiner Bummel durch Berlin" (1938), which can all be purchased together on one DVD as "Berlin - Hauptstatdt des Deutsches Reiches in Farbe." With regards to the dating: Yes, it can not be 1936 because the Victory Column was not moved to the position shown until 1938 (also, a 4th level was added during its relocation, which can be seen in the film).

Large parts of this movie were shot in 1939 as you can easily see from the "Siegessaeule" which was placed on "Grosser Stern" in 1938/39 and the "Neue Reichskanzlei" which was finished in 1939. Even the text is wrong, identifying the "Neue Reichskanzlei" as "Reichsluftfahrtsministerium".
