I strongly think this was on the WW 2 show Combat! I recognized the announcer's voice from the DVD sets. As for the "and by", edit this film together with the rinse away clip and you got a match.

A short promo spot which tv shows used for advertising. Quite funny to hear the "and by" at the beginning, as if Dentu-Creme doesn't really want to be first mentioned in promotional material.
