This was just a few years after the pixy stix killer in Houston murdered his son for insurance money. I think they nicknamed him "the man who killed Halloween" if my memory serves me correct. I was in my teens at the time and remember the trick or treat days were almost nonexistent afterwards. Saw a lot of films like this. Even though we didn't live in Houston it was the nearest big city from our home. My family watched Houston news at the time.

Pretty fun movie about Halloween Safety that has some helpful tips, and not so. This was made in the same culture that it was ok to let your kid go alone trick or treating, although the film does stress that it's better to go as a group, and best to go with a parent. Mom takes the fun out of a daughter's witch costume by ditching the dress, the broom AND the mask, and completely making her white.
