Synopsis
Hurricane Dennis started as a tropical depression on August 23, 1999, became a tropical storm on August 24, and was classified as a hurricane early on August 26, near the Bahamas. From August 26 through August 31, Dennis proceeded up the coast of the United States until it stalled off the coast of North Carolina for four days because the pressure trough that was pushing it out to sea left it behind.
