L.T.A. History Balloons (1944)

John Wald, radio's Richfield Reporter, narrates a live action/animation story of ballooning for members of the US military in WW2. "Animation" is used advisedly. Most of the artwork is still drawings over a moving background. This was MGM production No. 140. There's someone with a W.C. Fields cadence speaking over the animation as comic relief. This clocks in at almost a half hour and one wonders how much of this film sank in before making someone doze off.
