According to VCI, they have a agreement w. Universal and Green Hornet Inc. to put out both serials on DVD. However, the orignal film of the first serial, the Green Hornet, has suffered damage and was never transferred to better film. And the second will be a transfer from video tape. I am guess the film for the second is lost. So do not expect much superior quality on some these old serials.
